BACKGROUND

Palawan has always been one of the priority seascapes of WWF-Philippines since it was founded in 1997. Focused on the Habitat pillar of WWF-Philippines’ strategic plan, the program in Palawan is largely on Marine Protected Areas (MPAs) and mangroves. WWF-Philippines is a member of the Protected Area Management Boards (PAMBs) of Tubbataha Reefs Natural Park and Malampaya Sound Protected Seascape and Landscape, and has been actively engaged in MPAs in select municipalities in Palawan. 

In 2024, the Palawan team, WWF-Philippines management, and various members of staff conducted its strategic planning for Palawan and identified the following areas of growth for WWF in Palawan: plastics, infrastructure, youth outreach, governance, poverty alleviation, financing, tourism, business engagement, and alliances/coalitions. 

DUTIES AND RESPONSIBILITIES

Under the Palawan Programme, the duties and responsibilities of the Program Manager are as follows:

  1. Provide strategic leadership to WWF-Philippines’ Palawan program, actively seeking areas of growth and partnerships in pursuit of WWF’s vision, mission, goals and objectives. The areas of growth are as enumerated above, and in frequent consultation with the Director for Programs, and the Management Committee as appropriate, establish new areas of work while maintaining strength in WWF’s traditional areas of work in Palawan. 
  2. Manage the Palawan team. Serve as immediate supervisor of the Project Managers and their respective teams, guiding them and making sure that project targets, and deliverables are met in terms of quality and timeliness. This includes review of project reports, both programmatic as well as financial aspects of project management. 
  3. Periodically review and evaluate progress toward achieving strategic plans and progress of projects, and in consultation with immediate supervisor, adjust and rectify as necessary for improvement 
  4. Cultivate partnerships at all levels—various levels of government and private sector, including donors, other NGOs, CSOs, and other institutions as appropriate. Represent WWF-Philippines in meetings convened by the Provincial Government of Palawan, Palawan Council for Sustainable Development and others, as applicable. 
  5. In coordination with the Project Development & Resource Mobilization units, develop project proposals that align to the WWF-Philippines and Palawan strategic plans. 
  6. Develop good working relationship and always collaborate with all units of WWF-Philippines.
  7. Comply with financial, administrative, and reportorial requirements of WWF-Philippines.
  8. Perform other tasks that may be assigned by the direct supervisor.

EXPECTED OUTPUTS

  1. Reports for supervisor and donors. 
  2. Presentations as necessary. 
  3. Monitoring and Evaluation results. 
  4. Inputs on project proposals, financial reports and communications products. 
  5. Performance appraisal of direct reports. 
  6. Finance, Admin and HR paperwork. 

QUALIFICATIONS

  • Degree and/or experience in financial, social, political, environmental or natural resource management sciences; 
  • At least 5 years’ experience in project management, planning and implementation; 
  • At least 2 years of progressively responsible work experience in conservation financing and/or private sector engagement. 
  • Familiarity with Palawan stakeholders would be an asset.
