Geographic Information Systems - Remote Sensing Specialist
Scope of Work

The main responsibility of the GIS-RS Specialist is to provide geospatial services specifically for the Blue Forest Project and will also support other WWF projects across the country and/or region.

Specific Duties and Responsibilities

1. Assist projects in identifying geospatial requirements, recommending GIS solutions, technical applications, and necessary budget allocations. Specifically, support Blue Carbon stock assessment by mapping mangroves and seagrasses, analyzing carbon storage, monitoring habitat changes,, and developing spatial plans for conservation and restoration.

2. Capture ground-based primary data using tools such as GPS (global positioning system) devices, mobile data-collection applications, key informant interviews, focus group discussions (FGDs), and other field methodologies to support accurate GIS analysis and mapping.

3. Collect secondary data from various authoritative sources, such as government agencies, open-data portals, satellite imagery repositories, and field reports, based on the specific requirements of each assigned GIS project, ensuring data accuracy, relevance, and proper documentation.

4. Responsible for safely piloting Unmanned Aerial Vehicles (UAVs) to capture photos, videos, and other geospatial data for mapping purposes, including conducting pre- flight inspections, planning flight paths, ensuring compliance with aviation regulations, operating drones during missions, and performing routine equipment maintenance.

5. Processes and analyzes imagery captured by unmanned aerial vehicles (UAVs) to produce accurate geospatial outputs, including orthomosaics, 3D models, and digital elevation data. Integrates UAV-derived data into GIS platforms, ensures quality and accuracy, and supports mapping and spatial analysis for decision-making.

6. Performs basic to advanced GIS manipulations, such as overlays and conversion of coverages, spatial analysis, thematic mapping, UAVs image post-processing, and data reconciliation.

7. Performs satellite image processing techniques, including acquisition of satellite imagery, image classification and analysis, data conversion, temporal change detection, and feature extraction.

8. Builds qualitative and quantitative attribute data about the properties, entities, and phenomena relevant to the assigned WWF-Philippines' projects.

9. Generates and updates the GIS metadata, which allows estimations to be made on the completeness, history, ownership, and reliability of the data and information derived.

10. Creates, updates, and maintains geodatabases for WWF-Philippines projects, ensuring interoperability and compliance with established geospatial data standards.

11. Maintains inventories and catalogues of the GIS files and attribute data.

12. Assists in sourcing and acquiring spatial data and models to describe phenomena and trends in land cover/land use, oceanography, ecological processes, environmental monitoring, resource assessment, biodiversity, and socio-economic data related to the projects.

13. Updates, synchronizes and maintains the GIS files in the GIS data server.

14. Designs, produces, and prints maps and other graphic products using large format plotters and other computer GIS/graphic software programs.

15. Develops a wide range of interactive geospatial products using ArcGIS Online and other ESRI web-based tools. This includes designing and publishing dynamic web maps, creating StoryMaps to communicate project narratives, building custom web applications and dashboards for data exploration and decision-making, and ensuring that all online mapping products are accurate, visually engaging, and user-friendly. Responsibilities also include managing data layers, configuring map symbology and pop-ups, and optimizing content for both internal teams and external stakeholders.

16. Submits monthly progress reports and closely coordinates GIS activities of the project to the managers, project staff, consultant, and partners.

17. Assists project staff, consultants, and partners in data management (data input, organization and integration with other components).

18. Assists in the planning and conduct of training courses on GIS-RS, mobile/web GIS applications and UAVs s, if needed.

19. Assists in the preparation of presentation materials, reports, and special events with GIS components.

20. Ensures the proper handling, maintenance, use and storage of all GIS Unit’s equipment in the HQ or field offices.

21. Establishes and maintains professional cooperation, linkage and partnership with government and other institutions whose intentions and programs of work are related with the above.

Internal: GIS project staff, KKP support units, KKP project staff, consultants

External: External clients and consultants, Partner Institutions, assisted communities and other involved stakeholders of each project, LGU of the different project sites, academe and research institutions, donors, and NGOs

Minimum Position Requirements

Education: Bachelor’s degree in Geography, Geodetic Engineering, natural resources, Forestry, Environmental Science, Ecology or any related discipline

Work Experience: At least two (2) years of professional GIS experience in mapping, analysis, and data management.

Special Qualities/Skills Required

- Possesses a general technical knowledge of GIS and various methods for processing, manipulating and analyzing spatial data -- in particular using ESRI ArcGIS products, ArcGIS Pro

- Knowledge and/or experience in using drone technology and Satellite Image processing software, EXELIS ENVI/ERDAS, is preferred.

- Knowledge in using open-sourced GIS systems such as Quantum GIS, including database management systems, GIS programming, and online mapping systems is strongly desired.

- Training modules development and conducting GIS-RS, mobile/web applications and UAVs training.

- Excellent written and oral communication skills.

- Willing to travel as needed, conduct field works, spend long time outdoors with coastal and inland communities, partners, consultants, field workers, etc.
