​BACKGROUND OF THE PROJECT

World Wide Fund for Nature-Philippines (WWF-Philippines) is part of the WWF network—the world’s largest and most experienced conservation organization that operates in over 100 countries. Since it joined the WWF’s roster of national organizations in 1997, WWF-Philippines has been successfully implementing projects that find new and sustainable ways of using the planet’s natural resources, with the aim of protecting the environment for both people and nature. 

Since 2011, WWF-Philippines has been working with local government units, tuna fishing communities, and tuna supply chain players in two yellowfin tuna fishery improvement projects in Lagonoy Gulf and Mindoro Strait to establish sustainable fishing practices. Over the last decade, WWF-Philippines further expanded its work to include social enterprise development and awareness-raising efforts on sustainable seafood consumption, especially in the European markets. From this decade-long multi-sectoral collaboration, fisherfolk across five (5) municipalities of Occidental Mindoro and fifteen (15) municipalities in Lagonoy Gulf were awarded Marine Stewardship Council (MSC) Certification in 2021, the first in the country to achieve such a distinction. 

In 2022, WWF-Philippines launched the Mindoro Strait Sustainable and Equitable Tuna for Bankability” (MS SETB) project, locally known as Project Buhay: Tuna Habambuhay, Dagdag Hanapbuhay. Funded by the European Union through their Switch Asia Grants Programme, MS SETB aims to ensure the continued adherence to sustainable fishing practices in Occidental Mindoro by promoting sustainable fishing and resource-efficient processing practices. The project also aims to reduce post-harvest losses and increase quality and exportability to achieve equitable participation in national and international seafood supply chains. It intends to diversify sources of livelihood of communities on the Mindoro Strait to reduce economic and food insecurity. 

Specifically, the project aims to: 

  1. Involve and empower 1,238 fisher folks from the Occidental Mindoro Federation of Tuna Fishers Associations (6 tuna-fishing municipalities), 38 micro, small and medium-scale enterprises (MSMEs) from three (3) industry associations: Philippine Association of Tuna Processors, Inc. (PATPI); Fresh Frozen Seafood Association of the Philippines (FFSAP); and Philippine Cephalopod Association of Producers and Exporters, Inc. (PCAPEI), as well as more than 300 women in Occidental Mindoro;
  2. Provide training and workshops on innovations in tuna processing practices to reduce post-harvest losses; 
  3. Train and conduct capacity-building activities for local MSMEs in order to meet international traceability and sustainability standards; 
  4. Develop sustainable alternative livelihoods and financing mechanisms to create a diversified portfolio of bankable projects and sustainable investments; and 
  5. Share experiences and lessons learned through information, education, and communication (IEC) materials and paraphernalia which will be disseminated on local, national, and regional platforms. 
WWF-Philippines seeks to employ the services of an individual or team of graphic design and layout artists to design, layout, illustrate, and print the project’s end-project book. The end-of-project book is stipulated under the project’s major communication and visibility activities. It will provide a comprehensive and engaging narrative of the project’s milestones through a photo-story approach. Additionally, the books will serve as a spiritual sequel to Bangkulis, a previous book created to document the efforts conducted within WWF’s Sustainable Tuna Program. 

​OBJECTIVES OF PROJECT END-BOOK

WWF-Philippines, through MS SETB, requires the service of a graphic design and layout artist to lead the layouting, designing, illustrating, and printing of the project end-book. Specifically, the objectives of the end-book are as follows: 

  1. Compile and layout the milestones, stories, and narratives gathered and encountered throughout the project implementation period (e.g. alternative livelihoods, equipment procurement, food safety, seafood processing training, and investment projects) in a clear and replicable manner; 
  2. Execute a visually compelling story of the Sustainable Tuna Program in a way that foregrounds individuals, communities, and practices pioneered in the 14-year history of the program within Occidental Mindoro; 
  3. Deliver and comprehensively narrate the impacts, effects, and changes formed due to, or piloted because of, the Sustainable Tuna Program through a photo-story medium;
  4. Illustrate sustainable fishing practices, fisheries improvement practices, and technical innovations; and 
  5. Advance the mission of the Worldwide Fund for Nature (WWF) - Philippines in conservation, sustainable fisheries, and community development. 

​SCOPE OF WORK

The graphic design and layout artist will be responsible for the following tasks: 

  1. Review background materials, including but not limited to: WWF branding guidelines, MS SETB knowledge tools, products, reports, presentations, and other published research (as necessary); 
  2. Develop a visual theme that aligns with the project’s narrative, branding, and WWF guidelines; 
  3. Propose a set of initial design concepts for review and selection, ensuring the designs are engaging, appropriate, and visually compelling; 
  4. Apply professional typesetting and layout design for readability and flow; 
  5. Format text, images, and graphics cohesively across pages. Ensure adherence to WWF branding guidelines and visual identity; 
  6. Create custom illustrations to visually represent key themes. Develop data visualizations, infographics, and icons where necessary. Ensure consistency in illustration style and alignment with overall book aesthetic; 
  7. Draft and edit book content – including visuals and texts – of not more than 70 pages, ensuring accuracy and currency of all content; 
  8. Provide high-resolution digital proofs for review before finalization. Ensure that color calibration, margins, and bleed settings are accurate and print-ready. Deliver a final digital version (PDF/Epub format) for online distribution; 
  9. Create data visualizations such as charts and graphs, as needed; and 
  10. Consolidate any digital assets including but not limited to: illustrations, icons, color palettes, and computer files, for handover to WWF-Philippines.

QUALIFICATIONS AND/OR SPECIAL KNOWLEDGE/EXPERIENCE REQUIRED AND DESIRABLE FOR UNDERTAKING THE ASSIGNMENT

WWF-Philippines seeks a third-party service provider, may it be an individual or group, with the following qualifications: 

  1. Bachelor’s or Master’s degree in a relevant field (e.g., Development Communication, Multimedia Arts, Mass Communication, or any other relevant field). 
  2. Demonstrated experience in graphic design, editorial design, typesetting, layout, branding, and illustrations. 
  3. Portfolio showcasing previous creative work. 
  4. Strong analytical skills and the ability to execute highly detailed, high-quality page spreads and designs with minimal supervision. 
  5. Demonstrable experience with design software such as Adobe Photoshop, Illustrator, InDesign, etc; and asset repositories such as Envato, Adobe Stock, etc (strongly preferred).  
  6. Excellent written and verbal communication skills in Filipino and English (preferred). 
  7. Familiarity with the sustainable fisheries landscape, including key issues, challenges and the relevant context is a plus. 
  8. Proven ability to work independently and meet deadlines.

The selection of the third-party service provider will be based on the following criteria:

DURATION AND TIMELINE

The engagement is expected to be conducted over two months, from April to June 2025, with the  bulk of the conceptualization and designing process taking place in April and May.

​FURTHER PROVISIONS

The scope of tasks is not claimed to be exhaustive. It is the service provider’s responsibility to critically verify the scope of services indicated and amend it wherever deemed necessary according to the service provider’s own professional judgment, the knowledge acquired during the preparation of the proposal, and after consultations with the contractor. The service provider is obliged to perform all work as necessary to fulfill the objectives of the contract. 

All services as described shall be performed in close cooperation with the responsible WWF staff. Furthermore, the service provider shall meet and coordinate activities with the operations of other institutions relevant to the Project.
